ghorsington 556cb5fba4 ConsoleEncoding: fix buffer size computation 
Instead of approximating with GetMaxByteCount and GetMaxCharCount, compute actual buffer size which is needed for variable-length characters (e.g. utf-8)

ghorsington 72e1e2c2f6 ConsoleWindow: always resolve user32 from system folder 
Some games (e.g. Outer Wilds) include their own user32.dll which is missing some methods. With this fix we always pull the menu functions from correct user32.dll

ghorsington 1816981b72 Cache hashes of plugins instead of edit dates 
This should solve issues for platforms where no precise edit date is saved. MD5 is quick enough for most modern PC setups.
