Correct order of CheatCategory items (#748)

Impostor 1.10.8 introduced PacketSize as a category, which was added in
front of "Other". This caused the value of "Other" to shift, which is a
problem for AC checks. Let's prevent making this mistake again in 1.10.9

Previous commit already moved the Other category back, this commit puts in the note for future developers
